Missing `__red_end_user_data_statement__` in `dashboard` and `newhelpmenu`

Red-DiscordBot requires every cog's __init__.py to declare a __red_end_user_data_statement__ string. This is checked by Red's [p]cog info command and is required for the GDPR compliance flow.

Fix

Add the following to each __init__.py:

dashboard/__init__.py:

__red_end_user_data_statement__ = (
    "This cog stores guild-level configuration data only. No personal user data is stored."
)

newhelpmenu/__init__.py:

__red_end_user_data_statement__ = (
    "This cog stores guild-level and global configuration data only. No personal user data is stored."
)

rubylogging/__init__.py, wormhole/__init__.py, nexuscore/__init__.py already implement this correctly — just copy the pattern.
