feat(onePingPerDM): never throttle pings from chosen users (#323)

* feat(onePingPerDM): add ignoreUsers list for unthrottled pings

Adds a comma-separated list of user IDs whose messages will always trigger an audio ping, even when OnePingPerDM would normally suppress subsequent pings.
